Why these five.
They are the questions a recruit is actually asking and cannot find out any other way: does it advance, do the games get played, has it done it long enough to prove it, is there a seat, and does the man running it play his own. Every answer is measured rather than claimed — a badge you can talk your way into is a badge people learn to ignore, and then the honest commissioner is worse off than before it existed.
Completion comes from the Passport ledger, which only counts weeks that have gone by since it started recording, so a brand-new league is not penalised for a history nobody observed.
